[L16-usa] Hull numbers

I own a Luders 16 that was built in 1947 by South Coast Shipbuilding Company in Newport Beach, California.
 
There is a metal plaque inside the coach house on the forward section-- essentially the deck beam.
 
On the plaque is shown: Hull Number 353 and Racing Number 154
 
I have no idea why there are two numbers, but I have registered with Southern California Yachting Association and with PHRF of Southern California sail number 7154  -- four or five digit sail numbers are required here, and I was able to match the last three digits.
